Start with a compression test to see if all cylinders are even, if ok then probably will need to remove and clean carbs and fuel system.

On any engine that has been setting, a carb clean and rebuild is mandatory in my book. If fuel was left in carbs the fuel will evaporate and leave the oil residue behind forming a hard gum/varnish. Here is what I would do before investing any monies in motor.
      (1) Check compression on all 6 cylinders, it should be 100psi or higher. All cylinders should be within 10 psi of each other, if OK proceed to step 2
      (2) Check all 6 cylinders for proper spark, that ignition system should be able to a 3/8 air gap and be bright blue,if not check ignition system
      (3) Check lower unit for water and excess metal particles in oil
      (4) Remove carbs and clean/rebuild each
      (5) Replace fuel pump diaphram and any degraded or stiff fuel lines
      (6) Replace impeller
