I have a 1988 Outboard 115.
The "Cover" that attaches just below the "Bottom Cowl" I believe is there to keep water from splashing into the main compartment under the cover.
You will find it labeled as "Cover" #4 on the "Drive Shaft Housing Assembly" parts diagram fiche.
There are 4(four) screws that hold it in place. Those screws thread into plastic grommets. These grommets have the same part number(92012) for my motor and all the way back to at least 1972.
The Problem:
These should be square in order to recess themselves into the Bottom Cowl. They show square on the fiche.
When you order them they are ROUND! they do not fit in the recessed area. Cutting/grinding them should not have to be done on a part that was standard for 20+ years. Merc must have updated the part but retained the orig part number. BAD MERC!
