Loses water at idle ,new impeller,wated tube checked for cracks.Head gasket and thermostat replaced..Top cylinder. Has 125 lbs,bottom has 70 lbs.Customer is aware of this but does not want to address at this time..ex.plates and gaskets are okengine is being tested in tank...any ideas...thanks

Sounds like a cracked block. I would back away from this engine real fast. If your customer does not want to address the low compression, you are going to end up getting blamed for running up a bill and still not having the engine run right. Here's a couple of other things to look for on the overheating:
1) Grease on the impeller
2) Worn out WP liner or plate
3) Clog in water pick up(mud dobbers are the worst)
4) Clog in the water passages in the block or head
