2005 Mercury 25 hp #1B001604 Tiller to Remote minus Electric

Hi I’m trying to figure out how to make my Tiller Remote. All I want is a Throttle lever with shift and throttle no electric I’ll keep it pull start is this possible? Hope someone can point me in the right direction. Thank you. Trying to put a steering system on.
