30 4stroke EFI, is the pipe stopper/plate installed in the driveshaft housing on pict

Been doing some troubleshooting on a 30 4 stroke EFI(tohatsu but same as mercury), cooling issues. About to assemble the motor and I am wondering if the water pipe stopper/plate is installed in the picture here? I dont want to put another one on top of the old one:-))

Hard to tell from picture but doesn't look like plate is installed.
