2011 Mercury 115 EFI 4 stroke looses power wide open throttle

I have a 2011 Mercury 115 efi 4 stroke looses power wide open throttle, both fuel pumps have been replaced even taken the vst off of another engine that runs perfect and the same thing, Motor has been run on seperate tank also, all filters have been changed . you can run motor all day at half throttle, at wide open throttle engine will run for probably 200 yards and dies out never cuts off iengine rpms will go down to around 1500 rpms. After about 45 seconds it will come back and run again for probably half that long. I put it on a DDT and nothing changes in the sensors. No faults at all

Probably need to install a fuel pressure gauge and monitor fuel pressure and fuel vacuum when rpm's drop back. Might also connect it to Mercury CDS laptop software and monitor running conditions when it drops rpm's, it may be going into guardian mode.
