Mercury 2004 50HP EFI-Powerhead bolts

2004 50 ELPT EFI: I’m installing a new adapter plate and checked Mercury Service Bulletins and found 2 that relate to the powerhead and adapter plate bolt torques.
2002-21, torque 28 lb-ft(38Nm), Powerhead and Adapter Plate bolts.
2004-13, torque 20 lb-ft(27Nm), Powerhead bolts and 28 lb-ft(38Nm) Adapter plate bolts.
The Mercury Service Manual shows Powerhead bolts (8mm x 110mm) are 20 lb-ft. And Adapter Plate bolts (8mm x 45mm), show 2 different torques, 33 lb-ft(45Nm) and 28 lb-ft(38Nm).
What are the correct torques?

The 2004-13 bulletin is the correct one, torque power head bolts to 20ft lbs then an additional 90 degree turn. Adaptor bolts torque to 28ft lbs.
