help removing lower unit

I have a Mercury 2003 25 h.p. outboard. I have removed the four bolts that attach the lower unit. I can only get the lower unit to move a couple of inches or so. How do I disconnect the shift cable? My motor has the shifter built into the throttle.

You have to disconnect shift shaft from linkage at engine on top end of shift shaft.

I'm having the same issue. I need to replace water pump. My question is, how do you disconnect the shift shaft from linkage at the top?

Doesn't appear to be much room in there to work unless the starter is removed.
