79 7.5 HP float adjustment

I need help please. I have down loaded the service manual a couple of times and am a bit confused. It states to turn carb upside down, so float facing upwards and making a measurement, but then I see a pic of the carb being held right side up with the float hanging and a guy measuring. What am I missing here, it must be simple but somehow I am missing it. Thanks for help, greatly appreciated !

Hold carb upside down and adjust float so it's level with carb body.
