Warning horn comes on and beeps continuously on 1996 Mercury outboard 225 hp outboard

Hello,

I have been having an ongoing issue for some time with the warning horn on my Mercury outboard (1996) 225hp boat motor. It's a continuous beep which I understand leads to a cooling issue but that has all been checked out and seems to be fine. New thermometer, new computer, new water hoses, sensors, been flushed out. Nothing has done the trick. Any suggestions you have would be greatly appreciated. Thanks.
