1999 135 Optimax fuel in the air rail

Motor running rough at Idle, Hard to start, checked air and fuel pressure on fuel rail, both were good, but I had lots of fuel coming out of the air rail. spark plugs are very dirty, (just replaced them last week). What could be the problem?

The tracker valve diaphragm was bad. motor now runs fine.
