150 optomax Starting issue

I have a 99 150 optomax that fails to start, I have checked fuel pressure on low pressure pump at 7 lbs and I have spark

on the high pressure rail it appear to have 85 lbs only after 15 to 20 revolutions of cranking ,
Question I have is should the High pressure pump come on for 5 to 6 second when the key is turn on just like the low pressure pump to prime the fuel rail prior to starting the motor

Update

The high pressure pump should run for 5 seconds when the Key is turned on to Prime fuel rail

My high pressure pump went out
I am trying to free it up but it is not looking good
New pump 340 dollars
