my mercury only goes at slow speed it wont rev up to max rpms under load it will rev up in netural ive got new gas cleared the fuel lines new plugs and new voltage reg i havent checked the timing yet i dont know the specs for timing it has any one had this problem? it a 2002 3 cylinder 60 hp

Change your spark plug first. If it still runs poor then you need to figure out if it's fuel or spark. I would take it out and clamp a timing light on the wires and run it under load. Keep in mind some lights can't keep up with a high RPM strobe and will skip. If you see a anomaly that is consistent with the way it's running then you found a problem with the spark. You can get an idea of what the carbs are doing by partially blocking them under load if one doesn't lower the RPM (or increases) then you have one that needs to be cleaned.
