99 75HP Merc Lower Unit question

This motor has 3 ports on the lower unit for filling and drain. There are 2 top ports and the bottom drain. Is the 2nd top port for filling directly from the oil container instead of needing to use a pump on the drain?

I had an older 93 30 HP Mariner and it had 2 ports - top and bottom which required using a hand pump in the drain and then fill until you see oil coming out of the top port.

Yes they are marked, fill through "FILL" hole until oil comes out "VENT" hole with bottom screw installed.
