Mercury 15 HP Four Stroke

The company I work for just purchased four new 11' Whalers with 15HP 4 stroke Mercurys. The Mercs seem to run fine at low speeds, but when you run the engine all the way up, they almost feel like they have come out of gear. Any thoughts on this would be greatly appreciated.
