Power trim problem

I have a 1997 2 stroke 40 HP Force motor. The power trim goes down but not up. I have power to the motor on both the up and down side from the switch thru the harness and relays to the motor connection. I removed the motor and took it into an electric motor repair shop and was told it checks out and has no problems. Why would it go down and not up if everything electrical checks out. The motor does not run when trying to tilt up only on the down side.

Could be a bad relay, it takes both relays to run either direction.
