9.9 four stroke cooling issue

2011, 9.9 four stroke, can't get it to pump water with mouse ears or using a large plastic can. I don't want to put it out on the water until I see it pumping water. The motor has very hours on it, and it has only been used in fresh water. Is it common for the impeller to fail this fast? Could it be the T-SAT.
Do you have to replace any other parts along with the impeller, if it is just the impeller that is bad? Thanks in advance for any help.

Yes it will fail in short order if you run it without any water, sorry it is not as tough as the old rudes. It is not too hard to replace, but $70 though with gaskets and all.

Cooling issue

Check to see if pee hole is plugged.My 2008 9.9 plugs up quite often. Easy fix. Pull hose off fitting that goes through lower cowling ,clean fitting, reassemble,start engine,check water flow.
