tilt tube nut and o-ring port side 98 115 merc

does anyone know were or how the o-ring is installed on port side tilt tube nut-cannot seem to get it to stay in-orderd new nut and o-ring but the o-ring does not make any sense!

It just fits in groove, put some grease on it and should stay in place.
