1989 200hp 2.4l no tell tale in water

I have a 1989 2.4l 200hp that does not pee when put in the water, under throttle, vapor and a little water stream comes out. When I have it on muffs it will pee but not very strong and builds up temp quick. What do you think the culprit is, impeller, Poppit valve, T-stats?

At a minimum I would drop the lower unit and check the impeller, That should be done every couple of years anyway. I'll bet you'll find it's the problem. Ski
