Mercury 50hp ELPTO fuel issues

I have a mercury 50hp ELPTO and I just rebuilt the carbs and started it up, it starts up and then it dies down and stalls, if you hit the choke button (push starter key in) the engine will rev back up and then once again descend down and stall if you don't hit the choke button, when running it acts like its starving for fuel, is this enricher solenoid just a choke or is it critical in the engine running as it should ? Can that be my problem or the fuel pump ?

Sounds like still have plugged passages or jets in carbs, or float valve is stuck.
