2005 90HP 2-stroke Wires melted, burnt

Went fishing for two hours. I shut the boat off and loaded on trailer. I noticed smoke coming from motor and when I removed the cover it stopped and found all my wires melted and burnt. I have to replace all the harnesses because they all melted together in one central area where they were zip tied. what could of been the cause of this. I attached a photo.

Voltage Regulator probably shorted out.

That's what I figured. why would you not have a fuse in it. Now all the wires need to be replaced.
