1983 25hp merc carb issue

I am trying to save an 83 Merc from the parts heap. It was rarely used, long shaft sailboat motor. Great compression and spark. Only problem is that it is running extremely rough and seems to be running very rich. Only ran it in a garbage can. Took apart the carb and it was very clean, but I cleaned out all the passages anyways. Put it back on and same thing. It has a Tillotson Carb BC1C or BC1B. Looking at the needle valve under magnification, it looks worn and I "think" it is the problem. Buttttttttt they are not available. I would think that out of the thousands of needle valves made there must be another one that would fit? Any other ideas?? Thanks ...........MILLS

Check to see if carb kit is available or an aftermarket carb kit.

The kit is available but not the float needle valve, which I need. On another site I found that a Tillotson kit # 38-3644 or RK-23hs has a needle valve that will fit my carb. I ordered one for less than $10 through Ebay.
