15 hp 4 stroke idle

I have a 2004 15 HP 4 strock outboard that will not idle. I have replaced the fuel filter, rebuilt they fuel pump and rebuilt the carb. twice. The engine will run fast but will not idle. My dealer has had problems like this and said the carb. is brakeing down due to the e-10 gas that we have to run on? Can any one help me?

go to a local airport or gas station without ethanol and get that fuel. if
E-10 is the real problem, then it will go away. Do this before you look too far else.
