overcharging

i have a 84 200 black max. i am getting 16 volts to the battery whenever above 1300 rpm. i was told to replace the voltage regulator. i can't find it on the engine. i am not even sure it has one. can someone help?

I beleave it was mounted next the switch boxes on that motor. It will have 2 yellow wires and a red wire going to it.
