Hi, I have a 9.9 4 strokes.
Althought most common parts have been checked the motor is running very bad. At low rpm fail and the same happens when trying to increase the velocity if I do not make it very very slowly.

Probably need to remove and clean carb.

If the carb cleaning doesn't solve it, I'd suggest cleaning out the fuel filter and checking your fuel.

The carburator is clean. Perhaps the starter set (serial number 827473M) is not OK. It was removed and manipulated. Would you please explain me how the needle valve works when the motor is cold and then when is already hot.

Remove enrichment valve and measure distance of piston and then connect to a 12 volt battery, piston should move over a 5 minute period if good, exact distance of movement is in service manual.
