60hp Bigfoot Tilt/trim problems

I need some help. I have a 60hp Bigfoot 4 stroke that is having issues with the tilt/trim. After charging a the battery this spring in preparation for use, I found that the tilt/trim would continue to run in the up mode. I cannot stop it from running and it will not go down. I have checked both switches and they are good. I have checked both relays and they are also good. I swapped the relays assuming if one were stuck then it would run in the opposite direction (down) but it did not. It continues to run up. Can anyone shed any light on what maybe the problem. The trim switches and trim relay are the only things that control it, normally it's a bad switch, disconnect all switches to see if stops running.

Check the wire harness you might have had a mouse nibbling on the wires, little bastards!
