Ignition problem

I have an early 90's 20 hp mercury outboard motor that is not getting fire to the lower cylinder. I have checked the ignition coils and both are good. At this point I figure the power pack must bad, or Is it possible to be some other ignition part? Motor serial number 0a991546

It could be be bad stator, trigger coil or switch box, would need to test voltage output of each with a peak reading voltmeter to tell which one is bad.
