Mercury 90hp - what is this

2004 2-stroke mercury 90hp. It is idling great but backfires and misfires when trying to accelerate. Was working perfect 2 weeks ago.
I took off the engine cover and on the same side as the fuel pump I found the part in this photo. What is it? Where did it come from?

It looks like a copper wire wrapped around a glass fuse. 3/4 of an inch long and 1/8" diameter with two metal ends like a glass fuse.
