mercury 115 poor idle with trim down

I have a 1998 mercury 115 elptc When the trim is partially up the motor idles fine with no problems. When the trim is all the way in the down position the motor stumbles and then will die.Is this normal? Are the carbs tilted too far back when the trim is all the way down? The boat does have a jack plate on it.
