upper lever arm,,,,does this have anything to do with starter my motor,,,I know it stops the motor from starting in gear,,but if the plastic part on this arm is wore will it keep the motor from starting?

On manual start models there is a flywheel catch that will prevent engine from cranking over if in gear but catch won't prevent engine from running once can crank engine over.
