Does my 70 hp mercury need a thermostat and poppet valve

I am restoring a 3 cyl 70 hp mercury serial number 4982560 the motor has been apart berfore so I am not taking anything for granted. My question is does it reguire a thermostat and poppet valve assemble when I look the parts up it states....

UNITED STATES 4825248 AND BELOW AUSTRALIA 8049849 AND BELOW BELGIUM 9176875 AND BELOW CANADA 7110247 AND BELOW

Does this mean I dont need one looking for help

Both the poppet and the thermostat are under the exhaust plate (starboard side).

I know were the poppet and thermostat is I just what to know does this engine require one

It is not mandator, but recommended for the thermostats; but does need the poppet valve.
