Low rpm on 4 stroke

I recently had engine serviced and new throttle cable. Engine runs smooth but only getting 4400 rpm. Can I adjust throttle cable? If so h o w

Don't know what model you have but you adjust throttle and shift cable with controls in neutral, set throttle so it pulls or pushes throttle against throttle stop at idle, throttle plates closed and set shift cable to neutral position.
