New Mercury 25 issues

Hi,
I purchased a brand new mercury 25 hp manual outboard tiller style engine in May. I have been having trouble with the engine. The engine has been stalling when either
in neutral or at very low fwd or reverse speeds. You can hear the rpms rev up and down and your just waiting for it to stall. At higher speeds it is fine. Any ideas of the cause? Its been very frustrating and have lost confidence in taking the boat out due to the problem. Thanks,

Sounds like carburetor. You should bring to local Mercury dealer for warranty repair.
