No pee strength??

I replaced the brand new water pump/impellar,new fuel pump,all new fuel lines,new plugs starts up first time,but in the driveway or on the water the tell tale only drips out?i have water coming out the prop and the exhaust ports,can someone please help me? the original owner stated when he owned the boat almost new it did the same thing no matter how fast you are going on the water,it only trickles out?the motor runs good,also cool the heads stay cool,no problems with overheating at all?could it be blockage or bad thermostat? the motor is a 1987 60hp mercury,with I believe is a rebuilt 90-91 block.thanks for the help

Running on flushers is not a good test for water pump, needs to be in water. The 60 didn't have a a lot of pressure as long as not overheating it will be ok.
