9.9 carburetor problem

Model 1F10312zn carb gets no gas through the jet. Have new float and pin put in soaked and cleaned.Jets are clean .I replaced both screws in the bowl and the small gasket.how does the gas get to the jet? when both these screws are tightened down? I thought the one screw had a small hole? parts diagram says its a plug. Thanks for any help.

The fuel goes through other passages for the pilot jet. If the bowl is filling with fuel and still won't crank, check for spark. If spark is good, remove the carrburetor and verify every air/fuel passage is clear from debri.
