91 mercury trim problem

I am having a problem with my power trim. When I conect the battery the trim goes up. I thought it was the cowl mount trim switch so purchased a new on and that was not the problem. I disconected the trim switch on the control handle and and still have the same problem. So I think both switches are fine and I can not find a short in any of the wires they all look good. What else could be the problem.

You trim solenoid is likely stuck.
