too much slop?

Hello,
I just bought a 1995 merc 15Hp two stroke. I notice the swivel bracket (port to starboard rotation) has what appears to be a lot of vertical play between the swivel bracket and the midsection. Does anyone know how much vertical movement there should be? I have approx 3/4 of an inch.
Can new bushings, etc be installed without major dis-assembly? I have a factory manual but it gives no particulars or specs on this.

There should be a thrush washer on the top and bottom. Would require major disassembly.
