Number 19 in this link is the choke primer V-150 Mercury Outboard 0G960500 THRU 1B226999 Fuel Lines Diagram and Parts
It needs to be checked to see working properly.

The following is a list of diagrams for your motor. The fuel choke system (primer) is number 19 in the previous diagram. Varify that part is working properly.
