9.9 bigfoot idle problem

I have a 2006 fourstroke bigfoot. I have had it to several dealers, they just want to clean the carb but the problem does not go away.

Engine does not return to idle speed after running. Engine idles sometimes but often the idle speed up and settles down without touching it. The other thing that might help is to get the engine started I have to advance the throttle. The engine runs great except for this quirk

Well unfortunately there are a few things it could be. Carburetor malfunction is the most commen, however could also have an air leak, timing problem or a fuel problem other than the carburetor.
