1984 50 hp four cylinder

I recently purchased this motor and it has been setting for two years. I have cleaned the carbs ,installed new plugs and when i start it the motor runs smooth, when i advance the throttle it will not go high speed. the motor seems to be trying to pickup but it will not. any suggestions .
