Starting/electrical issue 40hp 2006

I have a 2006 40hp, serial #1B304458, the motor ran, started good all weekend till the last start to load on to trailer, it beeped like normal then nothing. changed batteries, nothing. so today looked at it and the 25 amp fuse was blown and it looks like it goes into the voltage regulator or some sort of sealed part. put in a new fuse and it sparked and blew immediately. So.. any thoughts on this issue? the part number that the fuse goes into is (on the side of the part) 893640-001 1415. Any help would be greatly appreciated or if more info is need please let me know.

What was the resolution?

I have the exact same problem with my mercury. I can not figure it out, it's driving me crazy. What ended up being wrong with yours? Thanks

Voltage regulator may be shorted out.
