No Start or Run 1994 40 HP

We've checked and cleaned plugs and with "engine starter fluid" it pops right over. Fuel is getting to the carburetors. Fuel pump is OK. It just didn't seem likely that 2 carburetors would malfunction at the same time. Any suggestions besides take them off and overhaul?
