power tilt issues

Hello all,
new to the forum and I am getting back into boating again, I have foung a 91Astro with a Mercury 115 with a trim issues that the trim works fine down but nothing up, from either the rear switch or the throttle switch the switch on the throttle fell apart so I chaged it, I also changed the "up" solenoid which was broken from overtightening, still no "up" can you guys point me in the right direction

Check for power (+12VDC) on the blue wire at the solenoid while pressing the up switch.

I will try tomorrow the owner doesnt have a meter so I will bring mine over. I also read a few older threads with the same issues and they suggesed swaping the solenoids to see if the down motion will be affected, what do you think?

It's a lot less work using the meter to accomplish troubleshooting.
Parts swapping is just that.

figured it out, so looking at the "down" solenoid it had a ground wire attached to the block the black ground wire going to the up solenoid was missing so I put a jumper from the block to the up solenoid and up she went, I believ it was lost when someone removed the solenoid.
